Lots of good boating places around tampa bay.. if you want fresh water, ther is lake thonotosassa or the upper portion of the hillsborough river... the bay offers lots of boating places -- beer can island, drive up through downtown, hillsborough river (gasparilla on the water is awesome).
Then you have the beach side in pinellas county that has nice water and beaches too.
