Evinrude yachtwin 4 difficulty cold starting

New to this forum and boat motors as well - so thanks in advance. I have a 75 Yachtwin 4 that runs extremely well once started, but is difficult to start initially and after sitting for an hour or so. Any help on adjustments and procedures for starting would be a great help. I actually sweat less rowing than trying to start this thing cold.

Check that the choke flap closes properly when the choke knob is pulled out.

But clean and re-gap plugs (J6C, 0.030")
