Evinrude 9.9 carb question

Working on a 1988 evinrude 9.9. Plastic top carb. Original top was cracked. I installed one that looks just like the updated kit which uses a plastic nipple in which to slide the throttle roller onto. I transferred the needle valve from old to new (this version uses a front mounted mixture knob). There was a threaded hole on the opposite side from the roller on the top carb cover. I threaded in a screw with an o ring and tested it for leaks with compressed air into the hole on the underside of the cover. When I run it seems rich very smoky. I was able to turn the mixture knob all the way in and it stayed running. Not sure where to go from here. Looking for some suggestions please. Thanks

The roller shouldn't go on the plastic top??? Original motor had the front needle as well so I'm confused. Is part 21 installed and in good condition?

Yes a new #21 is installed. I need to take a look at the cover I used. Maybe there is no way for air to enter the top of the carb?

If it stays running with the needle all the way in then something is wrong obviously.

Something not sealing the fuel or maybe the float is off.

2 different carb covers for those motors, 1 is cheap and 1is not. And I do not believe the needles are interchangeable. There is also an update kit that comes with both needles. The kit is pricey

Yes I've seen that. A little confused why it comes with 2 needles though.

To me it appears that the needles are the same at the working end !!

You are correct sir. Just strange to me why the same cover could use 2 different needles. Looks like one of them would be too short to allow the mixture knob to connect?
