A serial number or even the year of your motor would go a long way in getting help. There are a lot of 9.9's out there.

The answer my friends is that the float bowl/carb drain screw is the BRASS 8mm screw to the upper left of the hose that goes down out of the carb.

It will be underneath the bowl. But for all the time it will take you…I’d take the whole carb off and clean her out.
