That's not an adjustment, it would be a jet or metering device. It probably does unscrew, but you need to use a properly-fitting screwdriver to loosen it so you don't bugger up the device. You probably can loosen and remove it, but be careful to not mess it up.

The idle mixture adjustment is underneath a brass cap pushed into one of the sides of the carb.

Ok thanks. I'll keep working on it

Have you tried what I suggested, see if you can make it idle steadily with the throttle, with the goal of determining if the idle is just set too low? I would agree with @pvanv that it's likely something is still plugged up, but double checking the idle speed setting is super easy and if that's not it then mark it off the list of suspects and move on. None of us know the entire history of the motor so there's no guarantee the idle screw didn't get turned down at some point in all the fiddling.

Does the motor bogs down, hesitates, misbehaves whatever when opening up the throttle passing from idle to higher revs ?

I'm happy to report it's running, and thanks to all you posters. I didn't see a clog or debris come out but it must have been the multiple cleanings. Now it starts and idles great. I don't see water discharging so I'm going to track that problem down next.
