Clip Thingys ?

So I just bought a 1989 Crestliner Crusader. It is in great shape for its age. I've had boats in the past, but this thing has something on it I've never seen before.
On the sides and rear it has round (about 1 1/2"in diameter) chrome hardware. These things have a round opening with a slot below them. My guess is they were meant to hang dock bumpers on. But there are no pieces that clip into them with the boat.
I've done an on line search for these things with no success.
Can anybody tell me what these things were meant to do and where to get the pieces that go with them?

What I think you need is the little rings that you tie off the fenders to.

I just removed 4 (or 6?) of those fender hangers from my boat during a restore because I do not use them and don't plan to reuse them. I probably have the ring parts for the fender lines sitting in the garage somewhere. If I find 'em, you can have 'em.
