Bad Fuel Pump or Bad Pressure Regulator?

Is there a way to test the fuel system to tell if there is a bad fuel pump or fuel pressure regulator? I am only getting 28psi on pressure on my fuel rail and the manual says that I should have 37. My guess is that this boat needs a new fuel pump, but the person that owned the boat before me said that he had recently replaced the fuel pump.
