just rebuilt carb, ran great at home, took it out and it runs fine on idle, give it a little throttle and it surges and then shuts off.
tank , fuel lines and filter are clean, has new plug

Spray carb cleaner is inadequate, a 4-hour soak in real carb dip is necessary if the carb is too lean due to varnishing.

Assume by filter clean you mean fuel **** inside filter, right ? There's a small black oring inside intake manifold that seals against carb nozzle, is it seated ? If dried, hardened, worn, place a new one. You must always test under load & speed, at home, at idle inside barrel it's a different story.
