2003 Cestliner Rampage transom

Hello. Last summer I purchased a 2003 Crestliner Rampage deck boat. There is some corrosion around the bolts on the transom, and I'm wondering what the best method is clean it up. The plan was to sand it down to clean aluminum and repair with marine tek or jb weld and then paint. The other issue is the plywood transom needs replaced. There is dry rot at the top, and it was leaking water around the transom assembly. The current plywood is painted, with the inside exposed. Do I paint the new plywood, or encase it in fiberglass and epoxy?

Got the transom assembly removed. More corrosion underneath. Plywood around keyhole is quite dry, but still being replaced. All the bolts holding the transom assembly were loose. Not sure what they should be torqued to, but I could easily turn them tighter. Could be why it was leaking?
