1999 2002 trophy w/a kicker bracket questions

I bought a 1999 trophy w/a 2002 outboard my problem is that the kicker bracket is jumping around when towing or on the water when not in use causing flex on the transom . I was wondering about . If I should use a different bracket or what ? I don't think they installed bracket correctly either here are some pictures of what it looks like

What happened with this, I have the same issue with my kicker bracket (different style) but she bobs around like crazy when trailering

Besides 66tracy hasn't been on iboats in nearly 2yrs
