Put the throttle tight to the stop and ignore anything on the throttle. If it does not start easier that way then try opening the low speed screw on the carb an 1/8-1/4 of a turn see if that helps with starting. Good luck with your motor to much nonsense being thrown around on this post. The float also has no effect on starting unless I is stuck closed.

If you do not pull the cord with a bit of effort , there will be no spark.-----You get mad and on the 5th pull you pull it fast and it starts.

Been there done that with my pesky 98 Evinrude.

Exact same problem as yours. Struggled for a long time, but I've fixed it.

I have 6 of these exact same motors sitting in my garage right now. Zero issues.
