I didn’t perform a link and sync. I don’t know what that is and I don’t seem to be able to find it online. Are you suggesting that a timing advance will fix the specific issue I outlined? That I can get to full r’s in neutral but not in gear? Sorry I’m new to wrenching and these older motors are harder to find good info. That’s why I’m here
Try this link. Older motor so not sure it's the same but I think it might be. The 3rd thing he does with the rod on the side under the flywheel is making sure the butterfly opens all the way. Also, revving the motor in neutral doesn't work because there is no load on the motor.

You have an actual OMC manual, or some 3rd Party manual that covers OMC outboards?

That motor will rev up on neutral running on one cylinder !!-----So that statement means nothing.-----Motors in neutral do not have to do any WORK.-----There are some pieces missing on that arm.----Where that white plastic bushing is.

That was mid carb removal. Clip is missing yes.

Omc manual with sync and linkage adjustments. For some reason I thought you said the butterfly valves in your carb weren't opening all the way. Anyhow, here it is.

Google link and sync and you should find plenty of info on how to do it.

Dumb question. In part 2 of cam follower pickup it references throttle control lever. Is it talking about the grip throttle or the thing under the throttle control rod on the side?

Did cam follower pickup and throttle control adjustment. Don’t have a timing light though. Saw a post here that they’ll run on one cylinder so checked spark and is ok on both plugs. I also tried hand choking the air and it killed. Thinking it’s a fuel supply issue. Checked bulb while running in water and stays firm.

If it died while hand choking then that means it's most likely not a fuel problem. Is carb valves opening fully?

You are referring to the Retainer that goes here?
These are pretty much the easiest to do a Link and Sync on

Yeah.
Just did a running spark check. Ran on one plug not the other. So was getting tricked by a bad spark. Followed it back to what seems to be a bad coil.

New plugs new coils still only running half speed. Seems to sputter when throttled all the way. Too much fuel in mix?

Ok, just reviewed everything again. ..you've had many things go wrong. (Prop, shift linkage, low rpm's) did you ever do a compression test? Didn't see one and I'm pretty sure you have over rev'd it many times.

Also, I read you cleaned the carb....but no rebuild? Looks like the gas is not staying atomized.

You have a fuel primer instead of a choke. Read leroysrambilings on how that can cause a rich and or lean situation when it goes bad.

Hopefully you still have good compression.
