I'm attempting to start the subject engine after 10 years of being idle. I have spark to the plugs, fuel to the carb but get no indication of firing. I put some fuel in the combustion chamber but got nothing, any further suggestions?

first of all. Make damn sure your old fuel is 100% gone from everything.
If you do have spark, remove the plug and shoot lighter fluid straight into the
cylinder. if it starts and then stops, repeat, this time put your hand over the carb opening ,sealing it tighter than a choke would, and it will probably suck the blockage through the system. if not, you have to remove carb and either replace the needle valve and seat or thoroughly clean a high pressure air it out.

In all due respect.....forget squirting lighter fluid directly into the cylinders. There's no lubrication in the fluid and can strip oil off of the cylinder walls. Instead, use a squirt bottle with fuel mix (gas/oil) directly into the carb throat. If the carb is blocked with varnish etc, it's not going to just "suck the blockage through the system". The carb, if blocked, must be removed and cleaned.

Yea by all means don't put lighter fluid in the combustion chamber. Sometimes closing the throat of the carb off with your hand will cause the engine to suck some fuel in but it rarely cures the problem.
