I doubt that your Merc is a 1979 vintage as they still had the choke system. The enricher system began in 1982/83. If you post the serial #, then we can verify the year of your engine. Pictures are helpful as well.

it has both. the bottom carb doesn't have a butterfly. the starter runs a long time when starting cold with only the choke. it has a automotive duel tank selector valve used backword from it's disign use. this afternoon I installed a motor driven valve used on modern trucks I just wanted to go to a factory system. the automotive valve is designed to be sucking fuel from one two tanks not under pressure and sending fuel to the carb bowls or to the priming system. hopefully this different style will work better.
I have had good luck with mine when starting cold by squeezing the primer bulb a few more times after it has gotten hard,basically trying to force more fuel into the reeds,fires right up that way.If your engine is a bit "worn" this procedure will work even better.Takes a while for the fuel to be drawn into the cylinder with older motors.
