I used 2 layers of 17 oz biax to encapsulate my long doug fir stringers in the aft half of the boat, with two more layers as tabbing. In the bow, we added a layer, and the tabbing was overlapped quite a bit more because of the proximity of bulkheads and buttresses.
Two layers plus tabbing ought to be plenty. It exceeds what Bayliner used originally. They liked to hit it with a the chopper gun to glue it in, and spray it with primer or gelcoat and call it a day. Overkill? I've heard it said that overkill is just a job well done, plus a little.
