If the switch is bad or mis-adjusted it can kill the motor about anywhere. It can also keep it from starting, similar if there was a bad Tach. Disconnecting the switch will keep the motor from going into neutral "only when in the water"

A intake manifold leak can also cause poor running and idle, but this kind of leak would not get worst or better with the amount of fuel unless there is a lot more fuel, and that's just a maybe. It still is coming back to the carb. The idle circuit in the carb should have no effect if there was 2 psi or 7 psi. The motor running worst at 4.5 psi comes back to the carb or a vacuum leak
