To test the high tension side, you need to put your meter on the plug wire terminal (like you have) and on the bare braided wire in your first photo. That braided wire must make good contact with the mounting bracket.
And yes, coil in last photo will work.

Also check the shift shaft and shift shaft seal. If the shift shaft was not in the proper position when reassembling, the shaft may have been tweaked causing a leak.

Looks like there is a seat the tapered portion of the brass part you show engages with. The internal seat could be heavily scored which would explain why it won't seal (metal to metal). Can you see inside of the hole? Can you verify a tapered mating seat is in there? Is the thread on the...
Looks like an open petcock to me that was opened during winterization.
Does the brass lever turn at all? I can't tell if its a 90 degree shutoff or multi-turn.
Volvo service protocol for Gen V engines shows a VCS coolant replacement period of 48 months or 200 hours, whichever occurs first. Any luck finding VCS coolant? I had to go to a Volvo heavy equipment dealer to find some.

They are generally very stiff. You can clamp the outer race in a vise and use an alignment bar through the inner race to swivel it. Several videos on YouTube show this.

Looks like it's a synthetic form of mineral oil as it says it can be mixed with mineral oil in older compasses.
