1994 Force 120 - no power at throttle - help

I have a 94 bayliner with a Force 120 engine. I bought it from a friend, who said it just didn't have any power when given gas. He had a local marine rebuild the carbs, and I bought it. I put fresh gas in it and took it out and the carb work didn't work. It'll start fine and idle around...
