The shift foot should be point forward on the upper half and should be held in position mated to the shift shaft on the bell housing The prop isn't staying lock in rev so the shift shaft is moving. Could put it in position and then use a bungee cord on the prop to keep the prop locked in place...

I have a HH lift for some years now, and have adjusted them my self. At first it was adjusted to back in so it goes full down. To pull in it can be adjusted by using chains to go from a slight clearance to touching like to drive on a trailer

Welcome Agree with above Or look to see if chains are attached that keeps it from dropping all the way down. Another thing is if one of the tube vent holes on the bottom is partly covered by the lower strap band
