    I'd be tempted to go with the biggest 4 cylinder motor I could get my hands on - to avoid the extra weight of the 6 cylinder engines. Are you thinking new or used motor? 2 stroke, or 4?

    Re: the prop, you can try smaller. Results might be interesting. My bet is though, your problem lies elsewhere. Did you ever verify the tach readings? Seems like somebody at the place you bought this should be able to help you out there.

    +1 There's a lot too this, including the weight of the motor. That said, you don't want to pull a tuber over something in the low 20's anyway (too easy to get hurt coming off!), so it doesn't need to go THAT fast.

    2nd vote for not sealing marine grade ply. I generally do seal the edges using carpet cement though.... I would also note that down the road several years, it's not REAL unusual to have the floor covering (whatever) lift at the plywood seams. Might be a good plan to use a little extra glue on...

    I think you're darn close to having everything that motor has available at 4000'. I also think that maybe a 9" prop is going to put you over 6000 rpm. If you absolutely have to have every last drop, I would try to find a 10" prop, or possible have an 11" prop repitched at a prop repair facility...

    I mess with a lot of 40's and 50's. Because they sound so busy at 6k, I generally set them up for a target of 5.5k or so.

    In gear wouldn't be the issue with no prop. It would be over revving, especially with no load on it. When talking an issue occurring over 3800 rpm, I'm going to say that may be a bad plan.

    I would need to add a bit to this: "Planning at low speed is a function of the hull design and available HP at a given RPM." To be added would be WEIGHT and further, prop design. A 4 bladed prop for instance, provides more lift, increasing a boat's ability to stay on plane at lower speeds...
