Any Mercury dealer should have a rebuild kit, or get you a new pump.
Or online from a Merc dealer. Maybe here on iboats, but I couldn't find it.

Maybe tell us what tachs you have tried?
Stator aims shouldn't matters the signal comes from the voltage rectifier.
What does it do or not do when installed?
Is it getting a signal from the engine?

Did you remove the shift shaft pivot screw near the front of the gear case, by accident?
The fill and vent screws are on the side. The pivot screw is toward the front.
Could have been a 1973 model, but built before November 1, 1972, then it wouldn't have a HIN.
Otherwise, top starboard corner of the transom. No secondary location back then..
Drop the lower unit and make sure the key is in the impeller.
Then install lower unit and make sure the water tube is inserted into the water pump housing.
Put motor in lake or tub of water, make sure water pump is submerged in water.

I guess you just haven't seen everything in this world.
I've also had to move an 80# kid from the bow seat to the middle seat.
If the bow is nose down, the motor may not have the power to push it up.
Is there too much weight in the front? The 25 may not be able to lift the bow if the bow is too heavy.
You may actually do better with both tanks in the rear. Try it.
Also you could replace the kicker tank with smaller tank, or only put a gallon or two in that tank.

right hole is the livewell inlet which should have a screened cover over it to prevent debris and weeds from entering.
