    Fuel pump is very possibly the problem, You use a long screw driver or by an automotive stethoscope you will be able to determine where the noise is coming from by placing the tip on the suspected area and the other part to your ear. Power steering is also another place to check

    I think your thinking is correct! A nice smooth epoxy on the bottom won't be bothered by 3-4 days in the water at a time, got to clean it anyway
