    The solenoid doesn't ground through the body (notice the rubber mount). The neutral switch completes the ground allowing the engine to only start in neutral. That's why they have it. Your comment though did help me to identify the op's problem. Scroll down to see it

    12.5 to the starter... it should be cranking. Pull the starter apart and examine it. Might just need a cleaning and a new brush kit.

    If your doing a direct feed from the battery to the starter and it doesn't do anything your starter is no good.

    See if you can manually turn the starter with a wrench. Is it 12 volts (which is a dead battery) or did you get 12.6 or 12.7 volts? That's a full battery.

    What mine was doing, is when rotating the flywheel you could see the timer plate bouncing around. Pull the 6 or so Phillips head screws on the top of the timer plate and inspect/clean/re-lube the plastic bearing. Mine had missing pieces.

    As long as it's a lead acid battery your fine. Battery voltage is slow, clip your meter onto the battery and run it around for awhile and see if it goes up.

    I saw the old controls but your key switch grounds out the motor to kill it. Came with the black plug I presume? This part failed this weekend on me creating havoc...that's why I asked about the timer plate. With the motor off and you rock the flywheel back and forth, observe the timer plate...

    They also have 27 series and interstate batteries now are junk. Take your meter in and test them new....their junk. Much better lead acid batteries out there ...I'm running American made Deca batteries, new lead not recycled.
