After all my work to get the motor running on all cylinders i took the boat to the river today and it fell flat on its face.
man what a bummer!!!! it will move the boat in basically an idol but when i really give it some throttle it acts like there is no prop, i dont go anywhere. it rev's up...
i had to start a new thread on this. i have the motor wiring done and the ignition figured out ( finally ) and rebuilt the carb today and put it back on the motor. BUT..... my manual is quite blurry. i cant read what it says for the initial settings for the high speed needle..... the low...

halfway up the rod #24 there is a hole where one end of the spring goes. the other end of the spring either goes back to the carb or up to the pull rope housing. i have the parts on order but i dont know where the spring goes.
