Pulled my boat out of storage after winter. I tried to give it a test run today and now I cant pull the starter chord. The engine is seized up. Does anybody have a solution for this? Is the engine toasted?

I replaced the float and seat and needle, but seems like I need another 2 mm to have the needle seat against the brass fitting when the float is horizontal. Does anyone bend the float shaft a hair to make the float needle seat properly? the engines seems to be flooding.
is there a good way to tweak the needle at the carb float so it is properly seated? It seems like when the float is horizontal, the needle is still not all the way in. This is why I am flooding the engine.
okay, the engine is flooding. Runs great when I let the fuel poor out the bottom of the carb bowl, runs bad when I carb bowl nut back in. I replaced the carb float and fuel pump. It still seems to flood. Could I have a faulty fuel pump? Bad diafram? It doesnt seem like the needle goes bad...

The carb seems to be feeding the engine too much fuel. When take the bolt on the bottom of the carb out, fuel leaks out but the engine runs great. I replaced the float, and its still happening. Could it be the needle valve? Do you have to adjust these? What is going on?
