A friend bought a boat with an early 90's Merc 3 cylinder. I think the motor is propped wrong but it has exhibited something I've never seen before.
With a 19" Prop, motor turns about 4000 RPM at WOT (I think too much prop).

I had a 12 foot short shaft aluminum boat. Had a 2004 2 stroke 9.9 merc on it. Transom measured 15 inches. Motor measured 20 inches from cavitation plate to just below the cowl. So, this should be a long shaft motor? Can you confirm?

Couple of problems with my outboard.
No one else can start it but me. Took it into the shop and it does start. Shop adjusted the choke.
Here is my start procedure:
Pump bulb to hard.
Pull choke out.
Pull start motor. Coughs about 50% of the time and stalls.
