Yes that was of course the first thing I tried. They were loose. They're old crappy screws. I'm thinking of taking them out and replacing them with bolts that I can put a little more torque on.

GOT IT. Traced it all back to bad ground! Grounds that I've checked before and thought were solid. New ground wire and all is good.

If I turn the key on, I should be getting 12v at the S- white wire on the ignition switch, right? Whether or not it makes it's way to the solenoid it's a different story.

The guy that helped me get over the finish line locally, 40 years experience rebuilding these motors. And when I say lumpy I Don't mean that it is horrible. It is definitely serviceable as it is unless there are some fine tuning screws I don't see somewhere
Carb rebuilt and reinstalled and she's been running in a barrel for about 10 minutes pretty smoothly at a little more than idle. I've been told these motors are really lumpy at low idle.
