Yamaha Outboard SLOW crank! Help!

Outbound 2001 F115
Battery is charged. I also tried to jump start and no luck. Everything turns on and the engine does crank but is is VEEERRY slow and than stops after 2-3 revolutions. I cleaned the connections at the battery and still the same. I know the battery is good because i had it tested locally. I also tried to jumpstart. I also tried and newer battery i had and still the same issue.

Would this point to the starter? Is there a way to test. I do not want to throw parts at it.

remove the spark plugs to see it that lets it spin faster,
if it helps check compression on each cylinder
if not
drop the lower unit to see if that is what is binding up the motor.

have you checked the oil level and condition in the power head and lower unit

if still no help check all battery cables and connections

Ditto on pull the plugs and crank it to see if it cranks strongly. Battery cables should also be inspected for creeping corrosion from the terminal and back.Charlie

If the starter is anything like the starter on my Jeep (which I dont think it is) a failing starter acts exactly like a failing battery.Slow crank.Got hit up with this twice on my Jeep and I replaced the battery both times with no improvement.Charlie

While doing this, clean all electrical connections to the starter itself...
