Yamaha 70hp idle issue (running away)

Hello,

I have a Yamaha 70hp. I recently replaced the throttle cable and noticed that I cannot get it to idle properly. If I were to throttle it up all the way, then bring it back into neutral, the idle indicator needle would stay at the "II" position. At that position, the engine would reline in neutral. I've attempted to adjust the throttle cable, and found that the cable would reach to put the idle indicator to a proper idle position. The problem is, that there isn't sufficient tension in the throttle cable or throttle linkage to push the idle back to a normal position. The way that it is now, is I can manually put the idle in a usable position, but when I throttle it up, then throttle it back down, idle setting would stay at position "II".

If there is a way to adjust the throttle linkage tension, to pull the throttle cable and idle back, that would resolve all my issues, but I can't seem to find a way to do so.

Any help would be much appreciated.

I thought the throttle plates were spring loaded and would close all by themselves unless the cable held them open

Thanks guys for the reply.

Your mentioning that I need to adjust my cable, but from what end? I've adjusted the throttle cable from both ends. Even if I were to disconnect the throttle cable entirely, the idle still runs away.

This is what I'm dealing with:

As you can see in the photo, there are two markings. "I" (yellow line) and "II" (red line), if set at "I" the engine will stall out. If set at "II" the engine will run away.

I need the needle to be at the green line.

What is going on right now is that I can manually set the needle to idle the engine at 800rpms. When I throttle it up, then bring it back to neutral, the needle would stay close to the red line. I've even tried adjusting the linkage that is connected to the needle but ran out of threads. As for the throttle, I've tried adjusting it too. To the point where I ran out of threads there as well.
