Wot No More Than 4300 Rpm

I have a 2003 sear ray 182 srx with a 4.3l and wot at half trim will only produce about 4300 rpm. This seems like it sould have more but not sure. Any ideas?? is this normal. it tops out at 45 mph according to speedo (if it is accurate) Thanks
