Won't pump water when submerged

Pumps with muffs, but won't pump when submerged 8" above inlets.
Using a laser thermometer it definitely cools with muffs but over heats when submerged.

Sorry, I should have mentioned it has a new pump assembly.
And it will pump out tube when submerged and turned with a drill.

It would appear you are assembling some part incorrectly. Some folks have a hard time getting the H2O tube to seat in the pump outlet properly.

Has this motor ever pumped water well, fully assembled and in the lake, for YOU?

Never pumped well
I'm sure tube is in pump right.. Not absolutely sure about top end it seems ok but can't really see it

if it doesnt pump on its own, there is an issue

Water has to be 6 or 8" above the pump impeller !!-----These pumps when worn are NOT self priming.-----Also too many bubbles in the water and it will not pump air !

Well I submerged it about 9" above pump. It peed sporadically. Seems like it peed better at idle than when revved a little. Water came out a while and steam a while.. Still got too hot... Is it very hard to get to the upper water tube grommet?

Do a compression test first.----Post your numbers.-----Could be a blown head gasket.-----Could be issue with water diverters.-----Could be the grommet at top of the water tube.-----Hard to get at you said, but if you have to inspect / replace it then you have to !!

Problem is not the head gasket.----Now you know that fact.----So issue is internal blockage or grommet / water tube issues.
