Won't pump water when submerged

Yes.
And I just pulled the lower unit again to double check for something wrong down there before I tackle the power head... Might not make much progress due to weather conditions... The boat's under a carport.

when you dropped the LU did you run the pump with a drill on the drive shaft to see if the pump shoots water properly up the water tube (presumably removed from the PH. )

did you try fishing a wire up the water tube to make certain it is 100% clear
( old chunk of impeller maybe??)

did you try 90 psi air or weedeater nylon wire up the pee hole to check for obstructions ?
did you pull the thermostat test it ? look-see inside

how about back flushing from the pee hole

as suggested pull the ph and start digging into it to clear whatever you can access.

sorry to ask if you did all this

I spun with a drill and water comes out tube but doesn't really shoot out.. my drill doesn't turn it very fast. I don't know how much it should come out. I've quit for today.. It's too cold and windy!

Well I decided to try a new water pump one more time... Seems to be OK now...The only thing I found wrong was the plate under the pump was upside down.... Maybe that was it... Glad I didn't need to pull power head!....Thanks for the help

How old is the motor, fresh or salt water usage. Remove the thermo, if severely contaminated, rusted, salted whichever install a new thermo. If still overheats at any throttle setting seems all the internal water pasages are near clogged and with much less diam to disipate heat from the circulating water fast. To cure such awful scenario wll need to remove the cylinder head, exhaust covers if having and the powerhead from the base to expose all the water passages and clean them all for motor to work as when out of the box, only possible by mere hand mechanically speaking.

If the water pump it's pumping right, the grommet is in excellent state and remains hooked in place, the water tube is well connected to the lower water pump's grommet and upper one but keeps overheating you know what's needs to be done. Lower pic corresponds to a contaminated exhaust cover area, now imagine the cylinder head area condition...

That would explain why it was not pumping
