tilt it all the way down and it drains, remove the flush device and drain that line.
but there is a LOT more to storing that engine than worrying about water.
Here's what i've done
Drain water
Changed engine oil and filter
Removed spark plugs,sprayed fogging oil and turned over engine
Changed lower unit oil
Removed fuel from Vapor Seperator
Added fuel stabolizer to fuel tank and filled tank
Cleaned outside of enging
Greased all grease fittings
Covered and put in storage

yep
ya left out the part where you RAN the motor off the stabilized fuel long enough to INSURE the stabilized fuel was throuhout the engine fuel system.
I can see next springs post already.
at a dead idle on the muffs, will take 20 to 4o min of idle time to treat the engine fuel systems.
did ya toss in some crank case stor-n-start?
and are you sure the hull and engine fuel systems are protected?
