What's that throttle handle button for?

Hello. I have a 1992 30hp Evinrude with an OMC throttle/shift control. What is the function of the rubber-capped push button in the middle of the handle for, and when would I want to use it? (It takes two hands to push the button and shift.)
It seems like a clutch of sorts - when i push it, I can move the handle through forward, neutral and reverse with greater ease. I"m doing this in the garage, not the water, with the motor not running. (The boat is new to me, first non-tiller.)

more than likely it's a throttle only button.
for starting and revving the engine without putting it in gear.

Sounds like the button is to disengauge the forward and reverse gears in the lower unit. I have one but it is on the lower part of the control box just above the key.
