Based on serial a guess would be 68 but if it were me and has not had paperwork I'd just make up a year, keeping in pre 1972 i beleive. Thats when HINs were required.

serial numbers generally had no correlation to year.

for example, my old 1970 wooster hellion had a serial number of 2306
