If it's got a brass spacer behind the nut, I've always tightened them with a channel lock pliers and when the nut got tight I'd give it a little more to line up the cotter pin slot. Don't know of any torque spec.

Thankyou sir. That is about what I did. I tightened it with a 1 1/8 in socket but used my hand to hold the prop. I assume I could not have overtightened it like that.
