You took the words out of my mouth. I was thinking that it was an outlet or cigarette lighter and of course a fuse holder...

Fuse holder is probably for the adjacent light switch. The larger Perko black cover looks like the receptacle for a hand-held spotlight (I have one just like this on my boat). Mine has a 2 conductor female plug inside.
