Looks like the piston and rings are avail. now to see if I can get a new sleeve put in the block.

Take the block to a workshop that can machine it.
Measure the bore and rebore it, I think you are able to rebore to 040 oversize.
No need to put a new sleeve in if you can rebore.

would not an oversized piston make the other three out of balance? As the assembler I am guessing that would be up to me to grind down and weigh the pistons. where to get an oversized piston is a question also.

No problem with out of balance, you can rebore up to 040 with no problem.
If you do as much as 040 oversize you maybe have to rejet the carb feeding the rebore cylinder.
The Chrysler block that has 3,312 in bore can be rebore up to 040 oversize and I think your 115Hp has the same size of the sleeve meat.
Are your 115Hp the one with 3,375 in bore?
115Hp 1981-1982 had another piston size and seams to be N/A.
You can get pistons from many supplier such as Franz Marine (not a web site), Mastertech Marine, outboardpartsdotcom and others.
I have rebore a couple of Chrysler/Force engines not a 115Hp as yours but 3 cylinders 70 and 75Hp.

Some will argue.-----On outboards it is done all the time , one cylinder with an oversize piston.-----Not a problem.

Forgot this, on the OEM pump, there's no liner for your pump

I rebuilt an 87/125 in 1994 and replaced just one piston.
It's still running today.

It is the same for a Mercury of the same size and year.

No liner for the pump.
They came bare pot metal.
The pot metal can be in really bad shape and still work.
