Water in oil

Need to diagnose wether I have cracked water jacket , head, or head gasket. Or other. Water in oil, not a ton, about quarter inch high on dipstick. Died on me a few times and after a few restarts is when I noticed condition of oil and didn't attempt to run after. Compression in 2 &3 very low, round 70 psi. 1 and 4 are 120. Any help is appreciated!

If its been running fine until this happened then with low compression on the 2 cylinders I would say head gasket

But if the break is between cylinders, how's water getting in?

the bolts go into water jackets
Either way the head has to come off so while things start coming apart you can see if its somewhere else.

As I said "IF" it was running fine and then this happens its most likely the head gasket

"IF" it was never run then maybe a crack

Yes was running fine, maybe a little down on power slightly, died few times but restarted. 3rd time checked some things and seen water in oil. I pretty much thought head gasket but didn't want waste time on it if block was cracked. Thanks.
