Used outboard purchase value

Looking to buy a used Honda outboard 90, priced new I can get one locally right at 10k, I did find a used one with so claimed 300+ hours for 6900.
Price seems kind of high to me, supposed to be a 2013, but the serial number checks as a 2007
Maybe someone can refer me to how I find the value of an outboard, what would be a reasonable offer on the low side.
This is a general question, any help would be appreciated.

a 6yr error in year of manufacture would be a hard pass for me, what else is seller wrong about? 300hrs?

Ser# & year are easy to figure out...

300hrs seems low for a 16yr old outboard, <20hrs/year. 1 weekend a year usage?

I’d run from that deal. If the guy is not telling the truth about the year then I doubt the hours are truthful. If you can afford it you are way way better off with a new engine.
