You may want to post this in the motor repair section for the motor you have. When you do, please be sure to post the year, model, and hp, it will help us to know what you are working on.
One quick thing it might be, you may have the float misadjusted and not stopping the fuel flow from the fuel pump, or it could be you have the jets backed out too far.
