Trouble with hull ID number

I recently purchased a StarCraft boat from a young man who knew nothing about it. After some research I believe I have a 1975 Mariner O.B. That’s where everything gets weird. The boat was registered in Minnesota as a 1974 with a hull ID 992591. I have learned that every boat starting in 1972 is required to have a 12 digit HIN. I found the tag on the upper right transom and it only leads to more questions. It’s a 14 digit number that I have tried to enter into the HIN decoder https://www.marinetitle.com/library/hull-identification-number.aspx in every combination I can think of with no luck. Any assistance will be very appreciated. I’m trying to title it in Florida and I have hit a brick wall.

The # on your registration is the Ser# that was inadvertently used as a HIN.

Probably occurred when sold and registered possibly from a no title state to a title state. Happens all the time w old boats

If the current registration is valid, I would leave it alone, and not attempt to correct paperwork as long as that Ser# and plate are legible

I’m trying to register it in Florida so that’s why I’m going through all of this. Thanks for the help with the hull number.

If Florida accepts the shorter Ser# as a HIN, since it's on old registration, let them

That’s what started this whole thing. They wouldn’t accept the incorrect number and they said the number from the boat showed invalid in their system. I even had them try it without the 75 on the end. The county said they couldn’t register it with a discrepancy and I had to talk to the state of Florida DMV to fix it. The DMV said I had to get Minnesota to fix the discrepancy and so I’m trying to figure out how to do that since I’m obviously too far away to do it in person. DNR said today they may be able to change the number in their system if I request a copy of the registration and send a picture of the HIN with the form.

You have an interesting story.
I'm wondering if somebody has done some work on that boat and mixed up tags and paper work.
Being from MN, I know from personal experience the DNR can be somewhat "loose" with boat reg's.
If it were me, I'd go the route of transferring it to "me" in MN and have them (MN DNR) change the S/N to what is on the rear plate. (If a PO hasn't changed the plate it has the highest probability of being correct.) Once you have it reg in your name in MN, then transfer it to Florida.

Also, that S/N on the papers S/N 992591 is a number from 1971, and the rating plate you show, that style was used in 1974 and newer, with the stamping in the top space, I'd guess early '74.
