Trim won't move at WOT

1977 Johnson 115 outboard, when at WOT trim will not move motor up. Stopped in the water it will, but then will slowly go down when driving at various speeds. Cant see any oil leaking anywhere. I have the Prestolight trim/tilt. Thoughts?

I found the leak, now what is the best fluid to use in a Prestolite trim/ tilt system. Any recommendations?
