trim problem on 83 150 blakmax

i just bought a 83 ranger with a mercury 150 blackmax moter. took it out today and the trim unit was not working had to jump trim limits out. to get trim up to work. trim will move up sitting still but when boat is moving it will not raise. when it does raise it seems slow. i have the one cylinder under moter and the pump and solinods are in the back compartment. there is a wing nut looking screw on the side of the pump pump and a flat sloted plug above it. would air in the system cause this. if so how do you bleed this type. if not what might cause this.

got out there today and tried to see if it needed and trim oil
raised trim up and checked oil. added a little lowered now it will not raise at all
