Trim and Tilt Problems - Please Help

I have a 1989 evinrude with a conventional tilt and trim system. I took the motor to a shop and they had done some work to the motor but nothing to do with the trim and all (being it worked before I took it there). When i got it to the house the motor was already all the way down. I can hear the motor trying to make the unit lift but nothing is happening. I can take the motor and lift it all the way up manualy and when i push the trim button up the motor goes down. I have check for leaks and checked the fluid amount but there seems to be no issues. I'm not to formilar with boat motors so im kind of stumped. I have a manual on the motor and have tried the trouble shooting section but still seems not to work. Is there any thing someone could suggest to do. I was trying to find a bleeder valve or something in that region but the only inlet i can find is where to fill with hydralic fluid. Please any recomindations would help! If i need to take pictures of the system I will be more than happy to post them back on here tomorrow.:confused:

On the starboard (right) transom bracket there is a hole on the outside; look in that hole and you should see a slotted screw which is your manual release valve see if you can tighten it. If it is backed out the motor will not raise up. Good luck.

I looked all over for the manual release last night and couldnt seem to find it. I will check that out as soon as a get a chance. The mechanic could have possibly backed it out. Thank you for the quick response! I was kind of thinking it was more of needing to bleed my system. Im not sure how to do this but if I am correct you just lift the motor manually all the way up and set on the motor stops, then fill with fluid as you hold the trim button up until motor lifts off mount (with out putting the screw back on reservoir until motor lifts)? Or do I need to lift the motor manually and set on motor stops, then fill reservoir and put screw back in then push trim button up until it catches motor then cycle up and down? And once again thank you for you help!
