Transom issues

I have a 20' Shadow bass boat with a 175 merc. THe boat has been in my garage for the last two years and has not been in the water, I was getting ready to start fishing again and I looked at the transom and it appears that the back splash has pulled away from a piece of wood in the top of transom. the Piece of wood at the top of the transom appears to be rotted. I need help and suggestions on how to fix the cheapest way possible,

Based on that picture, I'd say you might have a rotted transom. Search here for posts on it, as it is a common problem, and how to fix it

Yeh its shot for sure.
Cheapest route is replace with plywood.
Check the stringers next.
