Transom Damage

I had a thru hull fitting break and water began to leak in. I pulled the fitting and the otter layers of the transom are solid but there is some rot between the the two layers. The transom is solid in all the other locations ( where the outdrive is and other thru hulls.

What should I do ?

There is no flex in the transom even if I stand on the outdrive....

If the transom is solid, buy a new thru-hull and some 5200 and replace the broken fitting.
You can check the transom in other places by removing another fitting or bolt and probe the hole for soft wood.
You can also make some test holes with a drill bit on the inside of the transom and look for wet wood. Keep in mind you need to repair the drill holes.

there is some rot around this thru hull but now where else . I have done 5 1/4 drill but holes to check and all i got was saw dust so... ? should I worry?

i am not an expert here but a few questions.
is this an alum/glass boat
is the wood pressure treated or not
how much wood is needed to get the rot out to good wood.

there is a chem. to use on wood to help protect it from rot and decay it's called boracare(i'ld have to read the label again)

the 5200 is a 3m product which can be found at the big box stores in the paint department.

this is a fiberglass boat and I did a new thru hull with 5200 sealing the outside

If you got dry saw dust from the test holes, don't worry about it...sounds solid. Watch your patch/seal repair to make sure it holds. 3M 5200 is non-removeable...4200 will do the same, but is removeable. Antifreeze (ethylene glycol) will kill wood rot, for future reference, but won't undo its damage.
