Tohatsu throttle problem

Hey all. I have a 2008 Tohatsu 9.8hp that will only start or idle with the throttle wide open. I can see the carburetor open when the tiller handle is turned, but the engine still just idles.

Model 9.8A3? Is it so rich that the full throttle gives it enough air to run? What do the plugs look like?

Plugs are clean and good. And I changed the carburetor. I'm planning to change the fuel pump later today. But there's something about the air you mentioned. It will only start with the throttle wide open and the choke completely open as well. Even with that it only idles.

I would definitely check inside the carb.
