Tohatsu MD90A Will Not Start

For the experts - on a 2002 MD90A TLDI, what ECU inputs are needed to complete the circuit for the high pressure fuel pump? In other words, what conditions have to be met for the ECU to energize the high pressure fuel pump?

The ECU needs to supply 12v and ground to the FFP. Of course the stop switch has to work or nothing will power up.
