Am I supposed to have the vent open on the gas can of for my outboard while operating it? If I do not have a cap with a vent in it, would loosening the cap work?

yes, the tank must get air to replace the fuel you burn.
If you don't have a vent screw on the cap,and there is none on the tank, you must be talking about a built-in tank, which has a vent tube all it's own.

Lucky
Since I don't know which motor your running, I will have to guess. If you have a fuel pump, Then yes the tank must be vented. Some tanks vent by turning the cap half way off. It works like a raidiator cap. Seal, vent, remove.

Tank vents should be opened before attempting to start an engine.

Some feel that they should be closed to prevent condensation otherwise.

I keep mine open all the time unless there is risk of fuel spillage. . . then I close them.
